I have enacted this:

There is no downside. Basically, rather than FIFO style scheduling, the grid will do it's best to make sure we all get an equal share of the grid. So if a job finishes, rather than start the next job in the order, the grid will look at other users jobs first and schedule those. This still needs testing, but according to the internets I have set it up correctly :)
There is only one issue remaining with this policy. There is still the possibility of waiting upto 24 hours before your jobs are started. I am looking into policies that will allow the suspension of already running jobs to allow for immediate and equal access for everyone to the grid, ensuring full utilisation whilst allowing for a user to claim his/her share of the grid immediately and not wait 24 hours.
In addition to this, the grid may be upgraded soon. More to follow :)
