Yes, you can download the final adopted specifications from OMG at
http://www.omg.org/technology/documents/modeling_spec_catalog.htm

In the UML specifications table, if you follow the link to UML2
Infrastructure (or Superstructure) FTF, you will find the documents there.

There is also an interesting resources page at:
http://neptune.irit.fr/Biblio/uml_2_0.shtml

where you can download several related documents, as well as MDL and XMI
files with the specification.
