Subject: open/extensible UML metamodel

I would like to do some concrete experiments to deal with a number of
limitations of the UML metamodel. To this extent, I need to use a tool
that:
(1) Has an explicit representation of the UML metamodel available
(2) Has an explicit and simple means to access this UML metamodel
(3) Has a means to make direct changes to this UML metamodel
(4) Is preferably open-source
Moreover, the tool should preferable use the latest version (1.5) of
the UML metamodel.

Are there tools that satisfy most of these requirements? Which tool
would be the most appropriate?
