Can the foreground and background colours of the text be changed by the user? (TXT12)

Why is this important?

Most browsers allow users to specify their own colour preferences that will override a webpage's CSS and HTML colour schemes. To avoid any conflicts between the browser's colour settings and the colours that have been specificed in the HTML and CSS, it is helpful to avoid specifying the colour of text and the background at all for all of the important content on a webpage.

How to fix the problem

Do not specify background colours or text colours for any of the important content on a webpage. Instead, leave this to be defined by the colour settings in the user's browser. The colour of secondary content, such as headers and navigation menus can still be defined.
