(if yes) Does it blink for less than 5 seconds? (AAV39)

Why Is This Important?

The W3C, and other standards bodies, recommend that blinking content should blink for no more than five seconds at a time so as not to cause a seizure in users with photosensitive epilepsy.

How To Fix The Problem

Ensure that the interval between the start and end of the blinking is less than five seconds. There are tools available, such as the Photosensitive Epilepsy Analysis Tool (PEAT) that will determine whether a video is likely to cause seizures.
