The W3C, and other standards bodies, recommend that flashing content should flash no more than three times a second so as not to cause a seizure in users with photosensitive epilepsy. Some guidelines, such as Section 508, specify no more than two times a second.
Ensure that there are no more than three flashes during any 1-second period. There are tools available, such as the Photosensitive Epilepsy Analysis Tool (PEAT) that will determine whether a video is likely to cause seizures.
