If flashing, flickering or rapidly moving images must be included, then the user must be given the opportunity to turn the movement off completely.
Provide a control to turn off moving content completely. This is usually assigned to a keyboard key, such as the Escape key. This allows the user to turn off the moving content as soon as the page has loaded. Alternatively, provide a link that leads to an alternative version of the webpage without moving content. This should be at the very top of the page to allow users to select the option straight away.
