The W3C, and other standards bodies, recommend that blinking images should blink for no more than five seconds at a time so as not to cause a seizure in users with photosensitive epilepsy.
Ensure that the interval between the start and end of the blinking is less than five seconds. There are tools available, such as the Photosensitive Epilepsy Analysis Tool (PEAT) that will determine whether an image is likely to cause seizures.
