Moscow ML does dynamic library loading as part of it's interface to external C libraries; a quick peek at the source code might help (src/runtime/dynlib.c). The code covers various Unix platforms, Win32 and I believe Macintosh as well in 200-300 lines of C. Cheers Mike Thomas
