Mark,

SIL applies to a safety function, not to a system (although it could be 
discussed when there is only one function in a system).

As you state it, it is a requirement. It is not a property.

Arnie,

SIL is a system property.

It is the level of assurance required that the item represents a 
justifiable level of risk based on issues including the system context in 
which it will be used, the manner it will be installed and maintained, the 
procedures it will be used with, the operators' training and so on. 

It is not a failure rate of a device.

Do we only talk about SIL for systems, or is it possible to calculate and 
certify SIL for stand-alone units like PCB (printed circuit boards) which
