I include a short text version of the Call for Participation for the
Third Bieleschweig Workshop on System Engineering, to be held in
Bielefeld on 12-13 February, 2004. The Workshop will continue some
themes from previous meetings (causal analysis of specific accidents
using various methods) as well as introduce work on new themes, this time
Risk Analysis in Safety Engineering.

We had a great time at the last two workshops, and intend to have an even
better time at this one.

The Fourth Bieleschweig Workshop will be held jointly with the
Workshop on Incident Reporting and Incident Analysis (IRIA 2004) in
Brunswick (Braunschweig) in September 2004.

The Third Bieleschweig Workshop on Systems Engineering: Call for Participation

Main Themes: Risk Analysis and Root-Causal Analysis

12-13 February, 2004, Center for Interdisciplinary Research (ZiF), Bielefeld

The Workshop is an event of the German Chapter of the System Safety Society.
It is convened by:
University of Bielefeld,  Faculty of Technology, RVS Group  
Siemens Transportation Systems, Rail Automation 
TU Braunschweig, Institute for Rail Engineering and Transportation Safety

We continue work planned during the first two Bieleschweig workshops in
December 2002 and July 2003 with some papers presenting analyses of selected
accidents and comparisons between the analysis methods. We also invite
contributions on new topics, especially in risk analysis in safety
engineering. 

In the Third Bieleschweig Workshop, we shall have causal-analysis
presentations on the 1994 "Friendly Fire" shootdown of two helicopters (WBA,
comparison with existing sociological and STAMP analyses), the Herald of Free
Enterprise capsize (SOL, MES, ECF, comparison), the rail accident at Brühl
(SOL), the grounding of the cruise ship Royal Majesty (SOL), and the
development of the causal description language CausalML, all of which work had
been planned during the First and Second Workshops. On the new theme of risk
analysis, we shall have amongst others presentations on the PROFUND method,
and on the Improved Risk Priority Number concept recently developed at
Siemens. In addition we shall hold moderated discussions on the causal
analysis comparison criteria, as well as on one of the following themes:
visualisation, investigative processes, countermeasures.

We invite additional papers on themes in system engineering, especially
concerned with risk analysis from all application areas. Please send
proposals for talks (max. 2 pages) to Peter Ladkin by Friday, January 23,
2004. Proposals will be adjudged on a first-come, first-served basis, on
their fit to the preferred themes of the Third Workshop, and of course on
whether there is a timetable slot available. We also invite participation from
those interested in the themes of the workshop, and in the discussions, but
who may not wish to present talks themselves. We aim to plan the schedule to
allow plenty of time for discussion with presenters, as well as amongst
participants between the talks. 

On Thursday evening, 12 February, there will be a communal dinner at Werning's
Weinstube in the Alten Markt, just 5 minutes walk from the Ravensburger Hof
hotel, where some rooms have been reserved for participants (see below).

The Bieleschweig Workshop series has the following general goals:
* Exchange of experiences with the themes du jour, currently causal analysis 
      and risk analysis 
* Discussion of evaluation criteria and benchmarking for the methods
      under discussion
* Development of a "community" to encourage exchange of experiences and 
      development within the field

The Workshop will be held at the Center for Interdisciplinary Research,
or Zentrum für interdisziplinäre Forschung (ZiF) in Bielefeld,

The Workshop is aimed at researchers, industrial users and regulators.

Languages are German and English.

Please tell the organisers by e-mail of your intention to participate,
please, by Wednesday, 4 February, 2004. The workshop is restricted to 30
participants, first-come first-served with preference to those who wish to
present a talk and to members of the System Safety Society.

There are no workshop fees. Participants pay their own expenses.

Location, Directions and Local Information 

Bielefeld is on the rail line Berlin-Hannover-Cologne and can be reached with
frequent Intercity and Intercity-Express (ICE) trains from Hannover, Cologne
or Düsseldorf, and their airports. Some more details and links to travel

Some single rooms for participants have been reserved until 31 January at the
Ravensberger Hof, Güsenstrasse 4,Tel +44 521 962 11, Fax +44 521 962 13 00, in
the Bielefeld Old Town.  Be sure to give the name of the workshop (Third
Bieleschweig) upon calling the hotel, to obtain the special workshop price of
EUR 86 with breakfast. Some rooms are available for those arriving Wednesday
evening, and those leaving Saturday morning. After the 31 January, rooms can
be booked according to availability at the Ravensberger Hof or at other
hotels. The Ravensberger Hof is 250m pleasant walk through the pedestrian
precinct from the Rathaus (townhall) tram stop.

To reach the ZiF, the tram line 4 runs directly from the Rathaus stop to the
University stop, whence the ZiF can be reached on foot.
